Expat staffing is the recruitment of expatriates, expatriate staff, expat employers or expat contractors. Expat staffing is defined as companies specializing in expatriates.

Expat employers are from multinational organizations and expat staff may be foreign nationals. Expatriate contractors are third country nationals working for expatriates of the expat employer. The expat contractor may also be called a Third Country National (TCN) elsewhere in this expatriate staffing article. When to use and when not to use an expat

Expats or international assignees have had a long history that dates back to the United Nations Relief and Rehabilitation Administration 1945–1951 that was created to respond to post-Second World War needs with an international workforce drawn from then allied nations. Other examples include recruitment agencies providing workers' for expatriate employers through expatriate staffing. Recruitment agencies can also be expat staff that are expatriate contractors working for expatriates of the expat employer. In some countries, expatriate staffing companies will hire expats to work for expats, which is known as TCN expats or Third Country National expats.

Expatriates may be in demand globally for several reasons: Business Process Outsourcing (BPO) – where organizations seek to cut costs by using BPOs; certain ethnic groups are self selected around the world due to cultural diasporas; and certain professions such as technology have a global demand. An important thing about globalization is its impact on political, social, and economic processes. The destinations of expats are often determined by the major locations of their expat employer or expatriate contractor. In Europe and North America an expatriate is more likely to find work with a European Union or North American company while an African company will have more need for an Asian worker.

Expat employers may be expatriate themselves or they may have expats working for them. Trained personnel is an important component of any employment category including expat staffing, where a need exists to fill positions with qualified people across all industries and occupational sectors.

Where the local labour markets are not sufficient for recruiting in certain occupations and industry segments, expatriate staffing becomes necessary as it brings talent directly from the home country. Companies that outsource (or offshore) to other countries may find that they need to hire workers who have experience in those countries or a knowledge of their languages, which expat staffing is often used to fill. - expat staffing

It is not required that expats have experience in the country they are going to although it may be helpful. In some cases expats will move from one expat location to another and develop their own expatriate contractor business model for expatriates working for expatriates or TCN expats working for TCN expats. The same worker can go back and forth between assignments – sometimes as an employee and sometimes as a contractor.

An employee of a big company might work abroad on expatriate assignment with her employer through an agency, but if she were to leave this company, she could start her expatriate contractor business and hire expats for expat employers.
